US government wants to examine security risks of wood and paper imports

In a decree issued on March 1, 2025, US President Trump has ordered a review of whether and to what extent imports of round and sawn timber as well as products made from wood, such as paper, pose a national risk to the USA.

The decree also explicitly lists paper products as downstream products of the timber industry. This is an important manufacturing industry that is fundamental to the national security, economic strength and industrial resilience of the USA, according to the decree.

According to the American Forest & Paper Association, the USA imported around 2.2 million tons of paper and cardboard from Europe last year, including around 1.3 million tons of paper (mainly printing and writing paper) and around 0.9 million tons of cardboard, the majority of which was folding boxboard.
