Russia initiates circular economy with packaging recycling law

The Russian State Duma has prepared a draft law that would require packaging producers in Russia to recycle their circulated products.
Failure to comply would result in a penalty fee, a kind of eco or environmental levy. The law is expected to be passed this year and could come into force as early as 1 January 2024. This is according to official documents of the Russian government.
The law, the draft of which was initiated more than two years ago, is intended to establish extended producer responsibility (ROP). The background is a lack of a recycling system in Russia. Although many recyclable packagings are offered and traded on the market, many goods end up in landfills. Now the producers of packaging are to be obliged to dispose of and recycle packaging waste.
