Fibre Excellence announced that it has leased the site from Veolia and will take over operational management. The lease runs until the end of 2024 and it has also been agreed that Veolia will initially supply the mill, which is to be converted into a recycled corrugated base paper factory, with recovered paper for the next ten years.
The search for financing options will now be tackled next. In May 2022, Veolia purchased the former Chapelle Darblay newsprint mill from the Métropole Rouen Normandie association of municipalities, which had previously acquired it from UPM.
